Dave,

A not unlikely scenario over time:

First, backscatter x-ray will be limited to secondary screening and
be optional with a "patdown" alternative as per the current TSA test
plans.  If the technology seems to work as promised, despite privacy
concerns, pressure will mount to make it mandatory and move it to
primary screening.  You don't want your body x-rayed every time you
fly?  You may ultimately be stuck on the ground.

Next, when concerns are raised that bombs or other dangerous items
can be hidden within the body where backscatter x-ray can't reach,
we'll be patriotically urged onward to the "next phase" of airline
passenger body inspections.

I'll leave that one to your imagination.  Enjoy your flight.
