This is having some disconcerting impacts on some colleges' and 
universities' budgets -- especially state-run schools -- since many 
foreign students pay premium ("out-of-state") tuition rates.

It also reduces the USA's ability to raid the rest of the world for its 
best intellectual and engineering talent (since so many foreign 
students in the USA later seek to remain here).

But that's probably just as well -- American corporations are 
so-eagerly exporting work for such talent to India and other foreign 
nations.

(And recent reports state that various Indian companies, that are 
getting these exported US jobs, are in turn, subcontracting to 
even-cheaper talent/labor in China.  Just think of it as US 
corporations' approach to transferring American technology and 
engineering experiences to the Communists.)
