The idea then was that Japan only copied innovation from elsewhere and, because they had no culture of invention, they would never be a threat to the US consumer electronics industry. I believe that the technology marketplace is substantially different than it was in 1933. Thus, for an unknown company in a country without a reputation for software innovation to try to break into the market would be difficult at best. However, it seems to me that if you bring that many skilled people into one area, it won't be too long before someone (and in fact several people) decide to divert a bit of the focus of their company to an idea instead of a contract. And it wouldn't be hard to divert a substantial piece of the "overseas" contract industry to an innovation model once the risk had been proved low enough.
