Four years ago, Federal Communications Commission Chairman Michael K.
Powell, then a mere commission member, announced that he was "sincerely
troubled by what appears to be the unabashed politicization of commission
business. Yesterday, Chairman William Kennard and my Democratic colleagues
eagerly issued supportive press statements in response to what is reported
as 'Mr. [President Bill] Clinton's proposal' to help Native Americans to
receive and maintain affordable phone service."

This past Friday, Powell put out a statement after President Bush's
broadband speech, saying: "The president has set out a bold vision for
broadband investment and deployment over the next four years. . . .
Universal and affordable access to broadband is vital to the health and
future growth of our economy."

Meanwhile, Consumers Union says it wants to know why the cost of this
"affordable access" has gone up three times faster than inflation in the
last three years.
