Several decades ago Bell Labs started a critical project called BIS 
(Business Unformation Systems) in which the development
of several major subsystems were to be outsourced.   I remember hearing a 
talk at the time by Doug McIlroy in which he
said: "Any system built without in-house talent produces out-house results."
