Despite the title, this standard this is really isn't an IP
handover specification.  It is a multi-layer, multi-protocol
specification including IP, IPv6, SMTP and Internet Messages (i.e.
mail), and extensible to basically any packetized data. It
contains a sentence the network provider should not be asked
to intercept application protocols.  But it has an old-fashion
view of how operators are divided between access, network and
application.  The most unfortunate issue is it assumes the place
to intercept IP traffic is at the IP layer.

People seem to still be asking the wrong question of the wrong
people.
