Look again. This isn't about a shortage of dollars.

The  complaint, by the Chair of the National Council on Disabilities Lex 
Frieden, is that

"Without public notice, DoED changed its administration of captioning 
grants by convening a panel to determine that the 200 programs were not 
appropriate based on additional descriptive categories developed by 
Department personnel. NCD has learned from the panelists that they had no 
idea that they were being used for the purpose of cutting captioned 
programming."

The programs have been declared 'not appropriate'. No one has said that 
there isn't enough money. The decision was reached using a new process 
instead of the required federal rulemaking processes.  Previously the 
decisions were based on the preferences of consumers using public Consumer 
Advisory Boards. Now the classifications of an unnamed group of individuals 
using a new unpublished definition of what is appropriate are being used 
instead.

Censorship is a perfectly reasonable word for this activity.

This is what Mr. Doctorow is "on about".
