According to the Museum's website, sketching is allowed, with certain restrictions...
*) The use of pens is prohibited in the galleries; only pencils may be used for taking notes or sketching in the galleries.
*) Sketchbooks are not to exceed 18 x 24 inches. Details at http://www.philamuseum.org/information/hours.shtml#policiesThis sounds like perhaps an improperly briefed guard. My children and I have happily and openly sketched at the Philadelphia Museum of Art for many years, in plain sight of Museum guards. Never any problems.
