Bush's plan is remiss in another way as well. While it provides easements
over Federal lands for power transmission lines and fiber, it does not
provide access to those same lands for towers for wireless broadband.
It thus favors the large telecomm and cable operators at the expense of
wireless ISPs -- who, if allowed to build towers (or use existing ones)
on the same land, can more effectively serve sparsely populated areas
with far less capital expense, disturbance of the soil, or disruption of
the environment. Bush's announcement that he is releasing new spectrum
to be auctioned -- rather than used by unlicensed operators -- likewise
favors large corporations (in this case, cellular operators) at the expense
of rural wireless broadband providers.
