The proposal calls for new rules that would require government approval of all new technologies before they can go to market. In a filing with the Federal Communications Commission, CTIA argued the proposal would abandon the careful safeguards Congress put in place in the 1994 wiretap law. The ISP CALEA Coalition echoed CTIA's concerns: "This astonishing proposal would cripple innovation on the Internet, quite probably ensuring that new services would always be implemented outside the United States and well beyond the reach of this new regulatory regime."
