They were not stolen by a hacker.They were found on January 23, 2003 by Beverly Harris during a google search of global election systems web site. The last choice was FTP. She clicked and the entire FTP part of the web site was open and not password protected. harris explains in great detail exactly what happened in chapter seven of her book.
