This might be overly picky, but it is not the "government" itself but an agency whose task by the law it is to watch over a) content that only supposed to be in the hand of adults b) content that breaks laws (e.g. by generating racial hatred) The report sounds like the game is only being restricted for minors. "Command and Conquer" to my knowledge has often been on that 'list' in the past years. So there is no 'clear' connection to recent events.
