Subject: Sen. Frist and exempting Eli Lilly for malpractice

Dave,

Sen. Bill Frist (R-Tennessee) is attempting to amend legislation
today with a rider that exempts Eli Lilly from any damages awarded
through the National Vaccine Injury Compensation Program. This time,
his rider may make it through, given the war distraction.

Besides being a blatant corporate exemption, the subtext of the
provision seems to be a desire to raid the trust fund for other
purposes.
