AUSTRALIA PASSES CYBERCRIME LEGISLATION
Australia's federal government has passed new cybercrime
legislation that increases penalties for computer-related
offences to up to 10 years in jail.  The new legislation
contains seven new offences including hacking,
denial-of-service attacks, website vandalism, spreading
viruses, and using computers in offences such as stalking,
fraud and sabotage.

ICANN CLAIMS SUPPORT FOR MEETING REFOCUS
ICANN claims that members of the normally contentious
Internet addressing community have been supportive of its
decision to refocus a key November meeting on Internet
security and stability issues.  Among the things that could
be delayed as a result of the refocus is a much-anticipated
decision on the At-Large Membership issue.  Despite a
seemingly important setback for public participation in
ICANN, the organization says that it hasn't "heard one
negative comment."

SIX ARRESTED IN JAPAN FOR USING YAHOO ID
Police in Japan have arrested six people for using a Yahoo!
ID that belonged to a 14 year old student.  The ID was
apparently posted on a Web bulletin board and all six people
independently saw the posting and proceeded to use the ID to
access services available solely to registered users.

GERMAN FIRM BATTLES BANNER-FREE WEB CONTENT
MediaBEAM GmbH, a German Internet company, is fighting back
against Web surfers who demand free content and then install
software on their PCs that blocks revenue-generating online
advertising.  The company has developed software that will
detect blocking software, causing a message to appear on the
screen advising the free-loading surfer that he has two
choices if he wants access to the Web site's content: pay
for it or be exposed to the ads.

GERMAN HEALTH MINISTRY STUMPS FOR ONLINE MEDICINE SALES
Germany's Health Ministry says it supports legislation that
would make it possible to buy medicines over the Internet in
Germany.  There will likely be strong opposition to online
medicine sales from the powerful and highly regulated
pharmacy sector in Germany, which already has taken legal
against a Dutch-based online company

GAO REPORT SHOWS AGENCIES UNPREPARED FOR NEW E-GOVT LAW
A new GAO report states that many federal agencies are at
risk of missing an October 2003 deadline for complying with
the enactment date of a 1998 law requiring federal agencies
to adopt technology that allows citizens to file and receive
government documents electronically.

INDONESIA STRUGGLES WITH CYBERLAW DEVELOPMENTS
Indonesia's efforts to create new cyberlaw legislation is
encountering controversy as officials debate whether to
create a single law dealing with a wide range of Internet
law issues or create a basket of modular laws which each
address a single, specific issue.
