In its next issue The New York Review of Books will
publish the following articles by Richard L. Garwin
and Stanley Hoffmann. Due to the recent developments
in Afghanistan they have been posted to the Web site
ahead of schedule.

Richard L. Garwin is Reed Senior Fellow for Science and
Technology at the Council on Foreign Relations and Adjunct
Professor of Physics at Columbia. He has just published a
book on nuclear weapons and nuclear power, Megawatts
and Megatons: A Turning Point in the Nuclear Age?

Stanley Hoffmann is Paul and Catherine Buttenwieser
University Professor at Harvard. He is working on a book
on the politics and ethics of global society.

solutions, although the two are interlinked. If hijacking a
passenger aircraft will no longer work, motivated terrorists
will doubtless choose something else.

As soon as the shock of the terror attacks on New York
and Washington was felt, commentators began saying
that September 11, 2001, marked the beginning of a new
era in world affairs. It is a misleading interpretation of a
horrible event.
