whose agents will evolve faster to attack/block the others' agents?  how
does one swarm learn faster than a competing swarm?

The more experienced (or "smarter" or "geekier") members of the Pro-Sharing
swarm will go underground. Back to the days of private FTP sites, rather
than public peer to peer networks.

Then, perhaps, the battle will reconvene at the packet level - the
Anti-Sharing swarm trying to decrypt encrypted datagrams of the Pro-Sharing
swarm. Carnivore, wielded by the RIAA, instead of the FBI.
