Dave, I am not sure where you got this quote from.  Actual report focuses 
on conditions when interference occurs such as minimum distance between 
systems.  Marconi's second transmitter no doubt cause interfernce to the 
first and every transmitter since then has caused interference to 
predecesors.  The spectrum policy issue is deciding costs vs. benefits of 
new systems and technologies.

A report from the National Telecommunications and Information
Administration
finds that ultrawide band signals have demonstrated "serious" interference
with
air navigation systems, according to airlines and transportation officials.
