The worldwide cable TV network community is becoming rich in optical fiber 
as a result of a frenzied schedule of upgrades to their hybrid 
fiber/coaxial (HFC) plants. However, the financing of capital expenditures 
(CapEx) for upgrading has become a long-term debt burden.
