I thought treaties to have the force of law in the United States had to be 
not only signed by the Executive but then approved by the Senate? If this 
Administration won't sign the Kyoto Treaty because it infringes on 
national sovereignty, what makes anyone think they will sign a treaty that 
violates the First Amendment and submit it to a Democratic Senate for 
approval, much less pass Constitutional muster at the Supreme Court?
