Sounds to me like a job shop run by Universities Wonder if they get the 
overhead.  djf ps is not that the way SAIC started

HIGHER EDUCATION RESEARCHERS TO WORK AT DEFENSE DEPARTMENT
The U.S. Department of Defense has awarded an 8-year, $108
million contract to allow researchers from 12 universities to
work with the department's own scientists at its 4
high-performance computing centers. The researchers, despite
working off-site, will remain employed by their universities.
The researchers will focus on a wide range of computational
research, such as chemistry and climate, weather, and ocean
modeling, as well as distance learning and IT-related projects.
Participating institutions include Mississippi State University,
Ohio State University, the University of Texas, and the
University of California at San Diego. Also participating
will be several minority-serving institutions, including the
University of Hawaii, Central State University in Ohio, and
Florida International. Mississippi State professor of aerospace
engineering Joe F. Thompson says the program will provide a new
perspective for academic researchers.
