     August Recess Update on R&D

     HOUSE MAKES DEEP CUTS IN FEDERAL R&D

     When Congress left Washington for a month-long August recess, it left
     behind proposals for cuts to federal support of R&D programs,
     especially nondefense R&D, and the threat of even more cuts in
     September. The House of Representatives would make significant cuts to
     nondefense R&D programs in the appropriations bills it has drafted so
     far. The House would cut nondefense R&D 5.1 percent or $1.1 billion
     from FY 1999 funding levels, including steep cuts to R&D in NASA and
     Commerce and cuts to DOE and NSF. Because of steep restrictions on
     discretionary spending and the impossibility of living within them,
     the FY 2000 appropriations process is likely to grind to a halt this
     fall, and the final funding levels for many R&D programs are likely to
     be decided as minor items in high-level budget negotiations between
     the President and Congress.

     The 12-page August recess update (available at the AAAS R&D Web site

     contains detailed analyses of R&D in House appropriations so far,
     information on key R&D funding agencies, a discussion of the budget
     process and its implications for R&D, and the outlook for the fall.
