At the FCC, David Farber's mission is to educate regulators.

David Farber doesn't shy away from technical challenges. Since his early 
research at the University of Pennsylvania on distributed computing, he's 
been on a collision course with complex technology and its implications for 
a society that barely can come to grips with the workings of the Internet. 
In January, he decided to do something about the growing technology chasm.

He came aboard at the Federal Communications Commission as chief 
technologist in a role that's neither visible nor well understood. In fact, 
it's not a position that's always filled. It vanished during Reed Hundt's 
administration as FCC chairman and is now back in place with chairman 
William Kennard. What's required is a person who can make sure policy and 
lawmakers understand the technology issues.
