IP: Swedish Telia abolishes long distance rates

Did telecomreggers notice the following (copied from
www.telia.se (they do have English pages):

2000-02-14
Telia introduces local rate for calls throughout Sweden
Beginning February 15, 2000, Telia is discontinuing long-distance rates in
Sweden and introducing one daytime and one evening/weekend local charge
for calls to any destination in Sweden. In the new pricing plan, all 
national
calls in Telia's fixed network will cost SEK 0.115 per minute in the 
evenings
and weekends, and SEK 0.23 in the daytime.

FYI: one US$ is around 8.6 SEK, thus the calls are peak rate $ 0.027
and off-peak $ 0.013.

What would happen in USA or Canada if all long distance charges
were abolished and only local call charges left? Can this be
understood as real cost based charging: when costs change, charges
are changed, too?
