ICANN has stated in court that the nations of the
world do not control their ccTLD or what is to be done
with it.  According to Louis Touton, the United States
Department of Commerce determines how a ccTLD is
handled.  He states that ICANN makes the final
recommendation to the US DoC on what is to be done
with the ccTLD, regardless of the nation's wishes.
