The newly minted Bush administration's resolve to take on controversial and
dicey technology issues will be tested right out the box:  today the ACLU
announced they will mount a legal challenge to the mandatory Internet
filtering bill that passed as a rider on the larger budget bill.

The bill requires all schools and libraries that accept federal funds to
install so-called "blocking" software on all Internet capable computers.

The Bush Justice Department will have to defend the bill in court.  It's
doomed, of course, given the strong precedents of Reno v. ACLU and the
Loudoun country library decision of 1998 that deemed such filtering was
unconstitutional; that case also was litigated by the ACLU.
