Some Privacy Concerns Rise as Plans
For Tracking Cell-Phone Users Unfold

NEW YORK -- The federal government wants your phone company to know where you
are when you use your wireless phone. That's prompting privacy advocates to
warn that cell phones may become high-tech snoop engines.

The Federal Communications Commission has mandated that all wireless-service
providers be able to pinpoint the location of a wireless 911 call within 100
feet by October 2001. The intention is to solve a problem that has frustrated
stranded drivers and crime victims alike: Safety officials today have no 
way of
quickly determining the exact origin of a wireless 911 call.

Also, in August, the agency said wireless carriers must provide law 
enforcement
officials wielding court orders with the location of the communications tower
connecting a cell-phone call at the beginning and end of the call. That move
came in response to requests from the Federal Bureau of Investigation and 
other
law-enforcement agencies.
