WHAT:   Press Briefing on the Civil Liberties Implications of
        "Critical Infrastructure Protection"

WHEN:   Monday, October 26, 1998 at 9:00 am
        (Registration begins at 8:00 am)

WHERE:  National Press Club, First Amendment Room, 529 14th
        Street, N.W., 13th Floor, Washington, DC.


Will federal efforts to prevent an "electronic Pearl Harbor" result
in the classification of private sector information?

Will the new focus on "information warfare" blur the traditional
lines between domestic law enforcement and foreign intelligence?

Will "critical infrastructure protection" endanger the civil
liberties of Americans?

These questions will be addressed at a press briefing sponsored by
the Electronic Privacy Information Center (EPIC).  The briefing will
coincide with the release of EPIC's analysis of the President's
Critical Infrastructure Protection initiative, the first study to
evaluate the potential civil liberties implications of this new
federal program.  Copies of the new report will be available.

A panel of distinguished speakers will tackle these timely issues.
The commentators will include:

     Elizabeth Rindskopf -- attorney with the law firm of Bryan
     Cave and former General Counsel of the National Security Agency
     and Central Intelligence Agency

     William Murray -- security consultant for Deloitte Touche,
     representing the International Information Systems Security
     Certification Consortium

     John Pike -- Director of the Space Policy Project, Federation
     of American Scientists

     Kate Martin -- general counsel, National Security Archive
     and director, Center for National Security Studies

     Wayne Madsen -- investigative journalist and Senior Fellow
     at EPIC, principal author of "Critical Infrastructure
     Protection and the Endangerment of Civil Liberties"
