NEW BILL TARGETS NET PIRATES
A bill introduced in Congress by Rep. Bob Goodlatte (R-Va.) would
penalize
first-time offenders who steal and distribute software, music or
other
copyrighted works on the Internet with fines up to $250,000 and three
years
in jail.  Repeat offenders would receive even stiffer sentences.
 The No
Electronic Theft Act amends federal copyright law to define
"financial gain"
as receipt of anything of value, including copyrighted works.  The
bill also
extends the statute of limitations for criminal copyright infringement
from
