"Vinton Cerf, an executive at the MCI Communications Corp., who co-designed
the Internet in the late 1960s, said the problem illustrated a need to have
more than one central keeper of Internet addresses. Such competitors to
Network Solutions are now vying for recognition by the International
Telecommunications Union, which governs the workings of the worldwide
telecommunications network"


I thought ITU was a "repository". John implies they are at the top.
