Japan's Ministry of Justice has formerly requested its 'Legal System
Council' to study possible setup a system to allow official tapping the
telecommunications including the Internet as well as telephone, to the
police investigation, according to the newspapers. They plan to establish
a new legal system sometime next year.

The proposed system will be something like:

Given official permit from the court, law enforcement agencies
can tap into telephone, fax, Internet, online service and other
telecommunications services to investigate possible violation of law,
targeted at such heavy crimes that deserves death penalty,
drug and gun abuse or kidnapping.

Details are not clear, but the background is the famous 'Aum' cult
case that killed many people with poisnous gas in the subway
and other subsequent cases happend early this year.
