           WASHINGTON (AP) - The Clinton administration is reassuring the
        cyber world that it has no plans to impose new federal taxes on the
        Internet. However, the administration, in a 46-page policy paper, is
        looking for thoughts on how to apply existing taxes to electronic
        commerce. The Treasury paper has been posted on the department's
Web                 site at
