This is wrong.  The Exon amendment was NOT accepted.  Exon tried to sneak
it in to the quick-n-dirts en blac amendments pile, Leahy shouted him
down, end of story.  Exon/Leahy battle will commence for real on Mon. or Tue.
This has been confirmed with the Republican Senate cloak room people, and
with Beryl Howel, Sen. Leahy's staffer.
