The National Performance Review


One year ago, President Clinton and Vice President Al Gore
stood in front of two fork lift trucks full of  government
paperwork and promised the American people a government that
"works better and costs less."


Government is, indeed, beginning to work better.  Thanks to the
Congress, executive agencies, and federal workers at all levels,
over 90 percent of the NPR's proposals to reinvent government have
moved forward--implemented by executive order or agency action,
proposed in legislation, and so forth...


Although much has been accomplished, no one doubts that there's a
long way to go.  As the reinventing government effort moves into
its second year, the National Performance Review is committed to
exploring new ways of informing and engaging federal employees,
states, cities, schools, churches, synagogues, businesses, civic
groups, nonprofit organizations, and others in the long term
process of creating a government that "works better and cost
less."


We believe the Internet is rapidly becoming the common information
link within our government and our society.  We are creating
services like our World Wide Web "ToolKit" to provide users with
the necessary tools to participate directly in the process of
reinventing government.  Toolkit provides a single point of access
to reinvention information and publications, as well as important
links to people and organizations working to reinvent government.
