I have been told by very reliable sources that the NSF NSB open meetings
usually contain only a report of NSB actions and then some sort of review
of an NSF activity. In this recent meeting, there was a Mosiac demo planned
for Friday's open session as part of a report on CISE. The decision making
reviews on proposals are never the subject of public sessions of the NSB.


One can argue with the wisdom of not discussing such decisions in the
public meetings but thats how they do it.
