Unless my memory is failing -- that report did not recommend tp4. It said ,
in essense, that there was no major differences between tcp and tp4 and
that transition to the OSI suite sould not take place till major
manufacturers had a complete set of OSI protocols available commercially.
The idea was that it was not useful for the government to pay for that
whole thing yet again for minor advantages.


My reading of the situation now is that I could take the NRC report and
redate it and re-distribute it.
