" In the case of Sri Lanka, and presumably other developing countries
interested in U.S. assistance, the U.S. government will provide some money
for the hardware, software, and training needed to set up a high-speed link
to the Internet and a backbone in-country.  But most of the infrastructure
and the telecommunications costs will be paid for by the recipient country.
The U.S. will only provide "seed capital", so it is essential that the
projects be designed to be self-sustaining.  It is expected that many U.S.
companies will see the benefits of donating some equipment to efforts like
this as well."
