BELL ATLANTIC'S SMITH PLEDGES SUPERHIGHWAY $$$. Bell Atlantic and TCI will
invest $15 billion in an electronic superhighway, if the merger is
approved, according to Bell Atlantic Chairman Ray Smith. Smith promised
lawmakers that the company would freely make its networks available to
