In it he calls for an end to Fortress Japan, promotion of worldwide free trade, reform of patent rights, changes in the currency-exchange system, and much more. It is an interesting and well-written article, and it seems so damned reasonable -- asking all sides to give in order to get -- that it will probably go unheeded. But the things he fears most, mainly a return to nationalism and protectionism the world over, will do no country any good and may contribute to a worldwide depression (as they did in 1929). It's good reading. Enjoy.
