this article is highly speculative and factually incorrect.


1.  The Delors plan was rejected by the European Finance ministers last week.
There is no way that the finance ministers of the UK and Germany would allow
the EEC to borrow money over and above their individual national deficits.
Although bits of the Delors plan will kick around Brussels for some time the
grand vision is dead.


2.  The European Comm's infrastructure is up to the job.


3.  ISDN is alive and well in Europe (although it would be nice if they could
agree a pan Euro standard).


4.  The link between Delors and GATT is tenuous.  The dispute probably has more
to do with the French desire for something more cultural than Stalone's
monosyllabic mutterings in Rambo 17 rather than a European desire for European
software to run over our fictitious data super highway....
