two things come to mind, neither of which is a DoS:

a) the continued problems in FTPd software make it an attractive target
for breaking in.

b) the pervasive number of broken anonymous FTP upload sites, which allow
for downloads of incoming areas, make them attractive for MP3 and wares
pups.

neither of which is attractive, but they're entirely too common.
