Would it be difficult to port Snort_Inline to use the Portscan
preprocessor to block attacks? If so, what programming resources do you
recommend?

The mighty fine folks at Snort released an updated version
of Snort, ver 2.0.1. As a result, Rob McMillen released an
updated version of Snort_Inline so its current with Snort.
And finally (if you haven't already guessed) I've updated
the Snort_Inline Linux Toolkit. This pre-packaged toolkit
has a pre-compiled Linux Snort_Inline binary with reqiured
config files, rules, and documentation. You can find these
goodies at

Happy hunting!
