I find this amusing from an agency that has for years been a leading force
in defining what mandatory access control, role based access control, and
separation of duties should look like.

This was only possible because they found their own recommendations too
inconvenient, and therefore, someone at some point has waived them or
abolished them at a very high level, probably for the convenience of being
able to use Windows+Office everywhere. Honestly, the fact that they don't
have the discipline to stick to their guns on that means they had it coming.

b) So these are the new moles?  In order to obtain all intelligence data
from spy
agencies, all you need to do is get a job as a SYSADMIN at a company with a
government contract?
