Players at the BC Lottery Corporation Website says it's a loophole that gets you 
easy money.  Officials say it is a promotion to get people to join and play.  
Gaming critics say you don't need to hold a promo to get people to gamble.

(I say lotteries are a tax on the arithmetically impaired.)
