url obfuscation again from me

so...continuing my quest to find a way to get malware help to users
bound by blacklisted DNS sites, I rand across this:

They listed ways found that hackers were using base 8, hex and such.

of course I also thought bout out site and netscreen web
filtering...tested but can't log on to a site like fb.
