Did ICANN actually declare there would be IDN TLDs?  I was under the
impression -- possibly incorrect -- that they just threw their weight
behind IDN SLDs.  The two are rather different.

ICANN approved "fast tracking" applications for IDN TLDs
starting next month, after which ICANN then needs to
approve but is expected to do so quickly (middle of
next year) for a limited number of TLDs such as China
and Korea in order for the community to gain experience
with such IDN TLDs.

The NYTimes article did mention security concerns,
but ICANN said "they" were ready (I am sure I
do not want to go down the ICANN discussion trap).
