I'm sure Google violates their own policy when it comes to cooperating
with governments but in theory it's simple to avoid them:

Does it not crab also the bad stuff posted on boards and such. The
words like "new 0-day", "money laundry" "need to move money", etc.?
Now, if such is being blocked, is there not a way for the crawler to know
such sites and these might be where bad guys hide?

Understand where I'm going with this? A sort of finding the nest.
