In terms of availability, this sounds possible, although the backend
stuff (and the article doesn't seem to talk about that) might still need
some work.  (Maintaining DNS tables, domain names, all that sort of
thing.)

In terms of confidentiality, I shudder.

(Interestingly, Opera doesn't seem to be saying anything about this
themselves: http://www.opera.com/browser/next/  )
