Sounds like the plot of "Evergreen" - the lead story in this month's
Analog Science Fiction and Fact magazine.  The story by Shane
Tourtellotte imagines a time when parents could "lock the maximum age"
on their children, so there was a subculture of 8-year olds who were
really 30 years old.  Some hated their parents for it, and were
constantly abused and mistreated by their "full-grown" peers, while
others relaxed and enjoyed the "flexible brain" of youth and took
advantage of it to perform amazing creative and linguistic feats.
