The Web site is accessible again.

They have changed the format of CVE entries to
http://web.nvd.nist.gov/view/vuln/detail?vulnId=CVE-2008-3553

but those are static addresses.

Mitre.org links to NVD with the old format still, e.g.:
http://cve.mitre.org/cgi-bin/cvename.cgi?name=CVE-2008-3553
