Gah.  Those are not class C ranges; they are class A ranges.  Some
reporter needs to learn what terminology actually means before using
it; some proofreader likewise - if it got proofread.  (Class A is, by
definition, everything from 0.0.0.0 through 127.255.255.255; those two
/24s are thus in class A space.  Class C is everything from 192.0.0.0
through 223.255.255.255.)
